Salient Feature of total development programmes for cricket in Odisha

OCA has already started the restructuring of domestic cricket of our state which will certainly enhance the player’s strength and will also broad base the game. The following is the details of the VISION@2024.

In the first step this new domestic cricket will be introduced in all the 32 district units. This will be introduced only in men’s Cricket. All the districts will ensure it in two modules i.e in Senior & Junior category.

All the districts will be advised to have at least 10 clubs each in both junior and also in Senior Category.

In the senior Category all the teams/Clubs must register 15 players in their team and amongst these 15 players they should must register a maximum of 7 (seven) or minimum 6 (six) U-23 players out of which there should be minimum 4 (four) or maximum 5 (five) U-23 players in the playing 11.

Similarly in the Junior Tournament (U-19) all the teams / clubs should register minimum 15 players out of which maximum 7 (four) or minimum 4 (four) must be U-16 players and there should be minimum 2 (two) or maximum 5 (five) U-16 players in the playing eleven.

Registration of Players:-

All the registration of players will be done digitally. The Odisha Cricket Association in association with IT partner will provide a link (user id) to all the Districts who will register the players of the participating teams in their respective districts. The documents required for registration of the players is the same as that of the BCCI. The authorities of the District Athletic Association or District Cricket Association should ensure that the documents submitted and uploaded in the web portal for registration is genuine, authentic and valid legal documents, upon the submission of the documents the OCA will only validate the player’s registration. If any document(s) found to be fake/forged/not genuine or valid then strict disciplinary action will be taken as per BCCI guidelines. The following original documents have to be submitted by the Players:

1. Original Birth Certificate issued by Municipality/ N A C/ Registrar of Births

2. Aadhar Card /PASSPORT/DRIVING LICENSE

3. One Recent Color Passport Photograph

Mode of Tournament / League:

In every district there will at least be 10 clubs and they will be divided into two groups, such as each group will have 5 teams /clubs. All the teams/ clubs in each group will play their matches in single leg round robin league basis. As such each group will have 10 matches and there will be 20 matches in each category and the top teams of each group will play in the final match.

The same mode will be applicable for both the age categories. In the intra district level tournament/League all the matches’ data base will be incorporated in the digital scoring platform and also I would like to inform you that linear scoring will also be there.

Summary: -

In a nutshell I would like to inform you that at an average if a district has 10 clubs/teams then a district will have to register 300 players and the category wise registration will be as follows,

  1. Senior Players = 90
  2. U-23 Players = 60
  3. U-19 Players = 110
  4. U-16 Players = 40

The Intra District Matches will be played in the district and the Matches will be played in Matting Wickets if turf wickets are not prepared for some reason. The O C A will provide umpires and digital scorers. In the digital scoring all the critical statistics will be incorporated for the purpose of selection process. From the performance of the players in the Intra District Cricket Tournament the teams for various age group teams will be selected for the respective district teams. If the DAA or DCA want the critical data that will also be provided to them for their districts players’ performance analysis.

Inter District Championship:-

36 District teams will participate in the Inter District Cricket Championship to be organized by OCA. These 36 teams will be divided into 6 zones or groups. Thus each group will have six teams and all the matches will be played in the Round Robin League basis in their respective zones. All the matches will be played on Turf Wicket. As such a player has a chance to play a maximum 9 matches. Video recording will be done in all the Inter District Matches apart from digital scoring and linear scoring. This will also ensure the analysis of the players as well as that of the umpires.

The most important things to be noted that only the registered and playing players of the Intaclub Tournaments will be eligible to play Inter District Cricket Tournaments on the basis of his performance.

The formats applicable for Inter District Cricket Championships will be a follows:-

  1. For U-16 Cricket – Days Matches (3 days)
  2. For U-19 Cricket – Days Match (4 days) and One Day (50 – 50)
  3. For U-23 Cricket - Days Match (4 days) and One Day (50 – 50)
  4. For Senior Cricket - Days Match (4 days),One Day (50 – 50) & 20-20

Super League:-

The champion teams of each age group team will participate in the SUPER LEAGUE which will be played in Round Robin League Basis (in single leg only) and the topmost position holder of each category will be declared as the Champion team of that age category.

This will certainly give more opportunity to the players as there will be more matches to prove their mettle and thus will be beneficial to the players, umpires and also to the statisticians.

OCA will also conduct Inter Club, Inter College and Inter School tournaments -2020. All the affiliated clubs, colleges and schools of OCA are to take part in their respective tournaments.
